Now I'm in London and has a body pump and circuit for almost a year. As he looked back I decided to see what lessons there are in the local community, there were none. So I thought I could! What does it take to get a pump, circuits, etc. Instructor? Is this something that can be formed during the night?

Sounds like a good idea.
First, you can start by searching on Yahoo groups. Check if something similar. If you are convinced that this is an opportunity to create a Yahoo group and their community to build.
Once set up things that you can begin to provide training. You do not really need a physical office and training can be in the ad-hoc sites will be carried out.
